What was the result of the debates on slavery at the Constitutional Convention of 1787? The Southern states were allowed to have slavery in order to prevent a civil war. Southern states could count slaves as three-fifth of a citizen, but it failed to resolve the problem of slavery. All states were required to count their slaves as full citizens. The North was given what it wanted and slaves were counted as three-fifths of a citizen.
