Napoleon is seen as a very polarizing figure in history: On the one hand, he represented the values of the Enlightenment in his rise to power and defending the Revolution; on the other hand, once he crowned himself as emperor, he horrified many who saw him as upholding values of the Republic. i would say the executive branch is because the executive branch is in charge of enforcing the laws and judicial branch is in charge of enforcing but the executive branch is most responsible for it all so i would have to say the executive branch.
