After the Civil War, with the protection of the 13th 14th and 15th amendments to the constitution and theCivil Rights Act of 1866, African Americans enjoyed. When President Abraham Lincoln announced the inpending passage of Emancipation Proclamation in the early 1864 the stakes of the Civil War shifted dramatically.
