"The goal to strive for is a poor government but a rich people."

Explanation:

In this quote, former president Andrew Johnson is arguing that the goal of the goverment is to serve the people so that people can become more prosperous every day. And according to him, to do so, the government must be as small as possible, because it is believed that people can achieve prosperity mostly by themselves, without government interference.

This is one of the central tenents of mainstream American ideology, and comes directly from the U.S. constitution, and the founding fathers. Whether you agree with it or not, it is undeniable that freedom is a very important American value, and that is why the government of the U.S. has so many limits.
