a) Luther stated "They assume authority, and juggle before us with impudent words, saying that the Pope cannot err in matters of faith, whether he be evil or good, albeit they cannot prove it by a single letter. That is why the canon [church] law contains so many heretical and unchristian, nay unnatural, laws; but of these we need not speak now", referring to the church's belief whether an evil or a good pope is ruling the aruchdioceas no one can prove that pope is wrong or right, but have to remain silent because the Pope knows what's best. 

b) "they imagine the Holy Ghost never leaves them, however unlearned and wicked they may be, they grow bold enough to decree whatever they like. But were this true, where were the need and use of the Holy Scriptures?in pious souls only. If I had not read it, I could never have believed that the devil should have put forth such follies at Rome and find a following.But not to fight them with our own words, we will quote the Scriptures. St. Paul says, ‘If anything be revealed to another that sitteth by, let the first hold his peace’ (1 Cor. xiv. 30)." Luther believed that the Holy Spirit/ Ghost only resided in those who were pure of heart, but never left the sides of those who were wicked. Luther also referred if he. had not read the Scriptures he would not have believed that the devil would make the people of Rome sin.

Luther has stated in the passage above referring to the catholic church, he brought up ideologies such as the Pope being the head of the church meaning they know whats best, the Holy Ghost staying by everyone even the wicked, and to hold their peace by going off/stating what scriptures have told them. From 1450 to 1750 these specific ideologies have been carried out through those time, but changes were made. The ideas in this passage or Roman Catholic Church's responses to them has influenced change in the Church's council in the matter of faith, scripture, teachings, and obtaining peace around them.
