The owners kept the doors locked so people could not leave, and they kept the rows of sewing machines too close togather.

Also lots of old fabric scraps were not thrown out so it caught fir very quickly.

The owners never replaced the fire extinguisher leaving it rotted so the fire could not be put out while it was still small. The owners never held fire drills or had fire escapes so people could not have been trained to leave in the event a fire happened.

If I was a state legislator,  I would put in more safety code inspections such as testing fire extinguishers more often. Also, I would keep all doors unlocked to make sure people could escape easier and be able to walk more freely. Lastly I would make sure that all rubish and flammable objects are thrown out regulary and people would inspect regulary too to make sure that it is actually thrown out.
