Should the European Union have an army

While I don't believe there should be an alliance that similar to the Yugoslavian alliance, I think there should most certainly be a large army under rule by the union. The reason is that while each separate allied country has its own military, the European Union is turning more like their own one single country and I believe should have a totally neutral military force.
