It ensures government remains fair and accountable by creating checks and balances on the use of power. It is essential under the rule of law that the use of power is lawful, and can be challenged. Power is balanced between the Judiciary, Legislature and Executive, so each can act as a check on the power of the other.

the punishment for breaking the law would depend on the conditions or the seriousness of the law being broken, if he or she breaks the law while doing some great discovery or invention then it would classify as a scientific fraud. there are other words to describe the crime but scientific fraud would be the harshest one.
