Due to the wars of the French Revolution the Washington Administration issued the Neutrality Proclamation in 1793. This became the basis of U. S. foreign policy for the next century. Did the decisions of Washington and future Presidents have to be consistent with neutrality? Did the U. S. have the right to expect other nations to honor this policy?
