Why are ethics essential to the proper function of American government?

Ethics are essential because without ethics, the American government could become too corrupt and ineffective to work properly.

Ethics determine, to a great degree, the actions of government officials, because they work as a guide to decide which actions are acceptable, and which action aren't.

If the government had less ethic, it would be not only very ineffective, but also dangerous to the common citizen.
