During reconstruction, how was the 14th amendment intended to formerly enslaved persons?

it gave slaves citizenship. Previous to the 14th amendment slaves were viewed as property. Such in the dred scott decision which ruled that even though dred scott was a slave whose owener moved him into a non slave state , he was not granted freedom because he was not a US citizen and should not have been able to sue his master in the first place
