They promised the people military success.
They promised the people hope and economic success.
They promised the people they would leave office at the end of the war.

They promised economic success.

For example, Adolf Hitler had rose to power during the Great Depression by fulfilling his promises to the German people. He created civil projects like the creation of the Autobahn, which enabled more jobs for the people and transportation for the masses.

Military success was also promised but I think economic success is more significant since Hitler and Mussolini rose to power through the reformation of their economies.

Its a tough choice between military success and economic success since they are both debatable but Id choose economics overall.

The third option makes no sense, they are named dictators for a reason.
