Article 10 grants Committee of States same power as the Congress to decide those issues Congress has said Committee could decide

1) Declare war
2) Appoint military officers
3) Sign treaties
4) Make alliances
5) Appoint foreign ambassadors
6) manage relations with Native Americans (at the time)
