Then President Adams sent representatives to France government and asked them to end the attack on the U.S. ships. But the French minister refused to speak to Adams's representatives and instead sent some secret agents and said they the French would not stop attacking the U.S. ship unless they receive a huge tribute of money from the Americans.

Thus the U.S congress inducted many army people and built new ships for the U.S navies and launched wars on the seas against the French.
