1. Yes, the statement is true that the "government who governs less governs better."

The above statement states that the government that aims at not having bureaucratic and autocratic control over the nation tends to provide more freedom and civil rights to the citizens.

Therefore, the government should intervene less in the market and social activities through restrictive policies and regulations to maintain peace unless it becomes necessary for the welfare of the nation.  

2. Yes, the statement that capitalists produce greed is true as the main aim of such an economy is to gain profit over welfare. Thus, the capitalists may earn profits at the cost of social damage.

The remedy for controlling capitalist activities is to bring restrictive policies and guidelines for businesses to reduce their social damage mindset.

The evidence is seen from the text through "President Coolidge's failure related to bringing the legislation to reduce the impact or stop the Great Depression."

An example of personal experience could be seen when corporates try to become a superpower in the market by acquiring smaller firms and restricting competition in the market.

The literature brings up the explanation of how companies tend to exploit laborers and employees to earn higher profits but give lesser salaries.

The phrase "who governs less governs better" implies that any government that stays out of establishing unnecessary, bureaucratic or restrictive regulations or standards regarding the exercise of political and economic freedoms of citizens and companies of the country will obtain a better result in your government than those governments that do otherwise. This, indeed, is true, given that the governments that interfere the least in the private economy are those that have the best economic results at the end of their mandates.

Regarding Hoover's phrase, it is fallacious. Capitalism does not produce greed, but allows anyone who strives and directs his efforts towards personal growth to do so, without having a socialist state that restricts that growth through the collection of excessive taxes or the confiscation of profits.
