Hitler youth was so that children could learn how to fight and then immediately when they became 17 they would go fight, you were eligible to join when you were 13 and considering it was founded in the 1920s yes it did give them a good advantage for a while considering the starting members were 17 by invasion of Poland. it didn't give them as much men as conscription did but it sure helped. Hitler youth was also used on battlefields as garrison members and would also carry supplies to the front meaning that more men could fight while they handled logistics. hope this help!
