How did concerns over representation lead to the adoption of the Seventeenth Amendment? Citizens who were eligible to be drafted into military service did not have the power to elect government representatives. B Poll taxes and other barriers to voting resulted in certain groups being significantly underrepresented in government. Voters had no way to hold state representatives accountable due to a lack of a mechanism for removing them from office. The Senate was not representative of the electorate because people were not able to directly elect their state's senators.​
