La actividad turística, tal como la experimentamos en la actualidad, es fruto de un

proceso de cambios y reestructuración, consecuencia de la saturación de los modelos

fordistas de desarrollo característicos de los años 50 y 60. Poco a poco fue quedando

atrás la práctica del turismo en masas, la oferta homogénea y estandarizada (limitada

al producto “Sol y Playa”), el desarrollo espontáneo de centros turísticos y el afán por

concentrar gran cantidad de gente en pequeños espacios físicos. Estas prácticas poco

responsables ocasionaron la saturación de centros receptivos y se han detectado

desequilibrios sectoriales, tecnológicos, ambientales, espaciales y socioculturales

(Vera, 1997).

A partir de los años 70, se observa una marcada tendencia hacía formas productivas

mas flexibles, con mayor capacidad de adaptación por parte de la oferta productiva a

la diferenciación y la fragmentación de la demanda; un mayor compromiso respecto a

la calidad de los productos; y una organización técnica de gestión de las empresas

mas eficientes, al poder vincular informativamente todas las fases del proceso

económico en una misma unidad de tiempo real.

Por otro lado, a partir de los 80, nos encontramos con un fuerte cambio paradigmático.

Un proceso llamado por muchos autores “fenómeno”: La globalización. Esta

“revolución” afectó tanto al sector público, privado, como así también, a los distintos

sectores de la economía mundial (primario, secundario y terciario). Esta

transformación tuvo dos dimensiones diferentes: una cuantitativa (en cuanto a la

extensión mundial del capitalismo, la extensión de redes de comunicación, etc.) y otra

cualitativa (relacionada con la revolución informática y de las comunicaciones, la

unificación del mercado mundial, etc.) (Dabat y Rivera, 1995).
