Con esta ley se da una clara advertencia a los aspirantes a cargos como alcaldes, concejales y consejeros, sobre la importancia de ejercer con mucha cautela ,discreción y transparencia sus funciones, pues de lo contrario recibiran dos sanciones  por parte del tribunal,una inmediata  en el cual ya no podrán seguir ejerciendo su cargo ,y la otra sancion sera a largo plazo pues durante tres años no podrán ser candidatos a ningún cargo de elección popular.
