Germany wanted a 'place in the sun' so they used weltpolitik (world politics) which was designed to make Germany into a world power by growing overseas empires, their navy, their army and trades. At some point, they were in possession of French Congo. If they were to let their colonies have self rule, this would mean that Germany has less control over their colonies and could break into rebellions. Either that or Germany believed that they knew what was best for their colonies.
