During Jimmy Carter's presidency, the U. S. negotiated a treaty to hand over control of the Panama Canal to Panama by the year 2000. Many
Americans were upset about this because Teddy Roosevelt spent millions
of dollars to dig the canal. President Carter argued that U. S.-Latin
American relations would benefit from the treaty. If you were an advisor to
Carter, would you advise him to keep control of the canal or give it up?
