Examine carefully the other options. All of them point to self-interested motives, rather than civic-minded motives. Choice A says YOU want to get a great job. Choice B has YOU wanting to get close to political power (and thus have some power yourself). Choice E wants to pad YOUR personal reputation. Those are, ultimately, self-oriented motives.

Civic-mindedness has to do with serving as a citizen on behalf of other citizens and the society in which you all share. Civic-minded motives are those which are not about yourself, but demonstrate commitment to the public good and to your fellow human beings in society.

Choices C and D are the options that show genuine civic-mindedness.

All the other options are talking about personal gains but option D talks about some thing which is not related to seeking profit by using politics, people should join politics because it can allow them to be a part of government and frame policies that can benefit the less privileged persons. The government can function better when trained leaders wold serve and make rational decisions. Untrained men who join politics are more concerned about their personal gains instead of the welfare of the people.
