Would you categorize our society as ordered or chaotic? why?

Our society is ordered in the sense that government helps to enforce laws and that the state has laws as well and the laws are enforced by the police and so on and such forth. It is also ordered in that most people have a place in society, that is a job that contributes to the whole of society. However it could be argued that society is also chaotic when looking not just at the individual country because of their are so many wars and many countries are divided.
