What did the basic system of government in the articles of confederation attempt to accomplish?

The Articles of Confederation aimed to form a weak central government at the same time with strong states. To do so, the Articles gave little or no power to the Central government, for example, the Central government did not have the power to enforce tax laws or regulate commerce.
