How did northern republicans react to the new members of congress who joined in 1866?

The northern republicans want the new member of the congress to join them. this is to have the control over the congress, in which they succeeded in doing. they also want to impeach johnson during that time. during the reconstruction of the  south, they want a more harsh measures in the south.
