What is the principle behind the constitution's division of power between federal and state governments?

Well many say it is because the states differ so greatly, that the government wanted to let each state Aquier laws and rules that pertain to its state. For example california has a water problem, while over in Washington they are having troubles with riots, each state differs. So each state needs to be able to make its own laws.
