On Saturday, April 30, 1803, the treaty that established the terms for the acquisition of Louisiana was signed by Robert Livingston, James Monroe and Barbé Marbois in Paris. Jefferson announced the treaty to his country on July 4. After the signing of this agreement Livingston declared: "Although we have lived a long time this is the most noble task of our lives ... From this day the United States occupy its place among the powers of the first rank". The Senate ratified the purchase by a wide margin (24-7) on October 20 of the same year. The next day, President Jefferson was authorized to establish an interim military government. In the legislation enacted on October 31, Congress ordered local civil authorities to continue in their posts as they had remained under the French mandate and authorized the president to use the army to maintain order.
