The Axis Powers were Germany, Italy, and Japan. This alliance had formed in 1936, as the Allied Powers were Great Britain, France, USA, Russia, and China. These two powers fought against each other in WWII.

Because broadest terms allows the law flexibility depending on changing society and circumstances.
