In an informal process known as presidents generally allow senators from the state in which a judicial vacancy occurs to block the nomination.

It is called senatorial courtesy. It is a custom whereby presidential arrangements are affirmed just if there is no protest to them by the representatives from the nominee's state, particularly from the senior congressperson of the president's gathering from that state.
