The Articles of Confederation constituted an agreement entered into and signed by the 13 Colonies in 1777. It was the first form of government of the United States, in which the states were sovereign, but remained united by a central government with little power. It served as its first constitution.

It was approved by the Second Continental Congress on November 15, 1777, and sent to the states for ratification.
