Why were people forced to rely on others after they moved to the city?

the tariff was created to protect industry in the northern part of the united states. industries in the north were being driven out of business by imported goods that were priced at a low rate. the goal was to protect these industries   by taxing the goods.

most are appointed by the president and confirmed by a vote in the senate. however, appeals court judges appoint federal bankruptcy judges, and district judges appoint federal magistrate judges. the qualifications for these positions vary depending on the preferences of the person reviewing nominees.
