At first solan let citizens participate in the government the cleisthenes increased the power of citizens so hat they can submit laws ect. pericles increased the number of paid officials and by paying jouiners. so mainly it begins with citizen participating in the government, a first step into making greece into democracy. they emphasize that people are not subjectied to a ruler but a citizen.
