- it did not do enough to protect citizens through the use of government intelligence gathering.
- it went too far in allowing the government to gather intelligence on private conversations of the u. s. citizens.
- it created too many agencies under one umbrella which would exacerbate rather than ameliorate the issues identified.
-it eliminated the independent authority of the federal bureau of investigation by bringing it under the acts authority.
