List three reasons why early governments developed.

Big government—we heard a lot about it when Ronald Reagan was first seeking the Presidency. Lately the topic has attracted less attention from politicians, commentators, and scholars. But the thing itself has not disappeared. Over the past decade, as over the past century, American government has continued to grow.

Our nation was founded by men who believed in limited government, especially limited central government. They were not anarchists; nor did they espouse laissez faire. But they did believe that rulers ought to be restrained and accountable to the people they govern. If the founders could see what has happened to the relation between the citizens and the government in the United States during the past two centuries, they would be appalled.

The size and scope of government are important for many reasons. By virtue of their taxing, spending, and regulating, governments affect the allocation of economic resources, the distribution of wealth, and the rate of economic growth. Governments determine the very nature of our political economy, the character of the social organization within which we may lawfully conduct our affairs and pursue our goals. The size and scope of government determine—they are, so to speak, the opposite side of—our freedoms.

the topic i chose to write about was " why scuba diving is so popular". the topic is suitable for the audience because it is the easiest to develop and explain, it can be explained in a simpler more conversational manner, it does not require the use of too many technical words, and the final reason for selecting this topic is that it is the one most people can relate to, you might not know too much about scuba diving, but you could probably agree that it is very popular. the purpose of the writing about this topic is to convince more people about the benefits both for the body and the mind that   scuba diving can have on a person. it can you keep fit since it requires a lot of energy when swimming underwater; it also you relax because you forget about the world when you are underwater being mesmerized by the underwater world. i would write this paper in the summer, a perfect time to give scuba diving a try if a person has not done it yet.

social contract theory basically says that all individuals are born equal, and provided a god given right to consent to be governed. american government is based of this

thomas hobbes and john locke said that we are selfish, individualistic, and constantly at war with each other, therefore we need to be controlled. 

government is defined as the legitimate use of force to control human behavior within territorial boundaries, here comes in hobbes and locke.

hobbes takes the part about controlling human behavior. while locke takes the part of legitimate use of force, since force is not legitimate unless there is consent of the people. 

there are basically 3 goals of the government: 1) maintain order by protecting life and property. 2) providing public goods, those which are typically not provided by the public sector, such as roads and education. 3) promote equality be it political, opportunist or outcome equality.
