Well you would obviously need a culture or more simply a people. Since their could be no empire without the people to "build" it. Then since I don't know who you are or tour personality, you need leadership skills, stewardship skills, and martial skills. Which these three compliment each other as one is overall leadership and the others focus on economics and warfare. However, you could build a cultural empire simply through a religion as, for example, the Catholic religion has done. Either way you would have to identify yourself as the head of your culture/ cultural empire.
