and people began to specialize at certain jobs. What other development does
the settlement need to be considered a civilization?

Historians believe that these six components of a civilization are cities, government, religion, social structure, writing and art. These are most commonly found in each civilization found throughout the ages, or at least some variation of them all. I would assume it would need a genuine culture and a governing system. If you think I'm wrong feel free to correct me, but I am a bit of a history nerd!
