It was once said that “politics stops at the waters edge”. This adage meant that parties should refrain from criticizing one another’s foreign policies for fear of presenting a picture of division to foreign foes. President Trump has been more willing than past presidents to bring partisan politics into discussions of foreign policy, and democrats have been eager to investigate allegations that President Trump has been influenced by foreign governments. Should partisan politics stop “at the waters edge”? Is partisan politics compatible with effective governance?
