After WWII, the United Nations developed guidelines on handling cases of those seeking asylum, or protection, by leaving their country. These guidelines allow those who are being persecuted and are in danger to emigrate to another country. How could these guidelines have been applied to German Jews in the 1930s? They would not have applied because German Jews were not being persecuted.
