Is it right for governments to use propaganda to encourage citizens to believe one way or another

This is more of a personal opinion type of question.

But I would say that it isn't right because it's coercing the people to think in a certain way (either subconsciously or actively)

Seeing that these advertising plans hold a lot of power over the american people, it shouldnt be used a manipulation tool.
