Use the graphic organizer to categorize the characteristics of Stalin’s rule. Read the questions at the beginning of each row, thinking about the policies Stalin initiated and the effects on the Soviet people. Record at least one answer to each question for each category. Some answers can fit in more than one category, but do not use an answer more than once.
