American foreign policy during the first of Woodrow Wilson's terms of office can be described as isolationist in that the United States refrained from getting involved in European affairs after the outbreak of World War I ("The Great War*). By April, 1917, however, the United States declared war on Germany and began sending the first of what Would amount to 4.5 million American service personnel to Europe.
