One difference between Texas constitution and the U.S. Constitution is when U.S. applies to the federal government with the states being number two, the Texas Constitution as well as all state constitutions sets in writing what the state government can/cannot do with the counties being number two.

Well, the difference between Texas constitution and the U.S constitution is that one is from Texas, which the constitution there they made applies to them only, but what confuses most is that Texas is in the U.S. You may think now the U. S's constitution applies to them as well as everyone else in the continent, but Texas made themselves their own constitution that THEY follow.
