Why is the bill of rights referred to as the anti-federalist legacy?

The Bill of Rights is usually referred to as the anti-federalist legacy because they insisted in that a Bill of rights was necessary to guarantee the individual liberties of the people, while the Federalists view was that the Constitution did not need such bill as the people kept all powers not expressly granted to the federal government.
