In US power distribution, there are powers shared by federal goverment and  political administrations, such as the states, and also powers reserved to the states or the federal government.  Regarding the case of public education, this is a reserved power, it means that the creation of public schools and manage public educational system is a responsibility of each one of the  states/provinces and federal government does not need to interfere in this.
