Can the supreme court decide whether a law is within the guidelines of the constitution?

Yes. The Supreme Court's job is to settle constituitonal questions. So, if Congress said those who like the color red cannot say "Red", then the Supreme Court would evaluate the law, and, per the first ammendment, deem it unconsitutional, making the law over-ridden.
