The framers of the constitution saw this as the preeminent component of the federal government:

The Framers wanted the Congress to be the most important part. They felt that having a deliberative body that was in charge of making all the laws was much more vital to the health of the country than having a singular Executive in charge of making laws by right.

Both countries had to aprove annexation.
