How does the monroe doctrine extend or continue the american policy of neutrality isolationism?

They were able to come up with laws and policies that aim and develop the national interest of the US. Some of the policy makers like Canadian Prime Minister Wilfrid Laurier had used such policy in order to protect the Canadian territory.  The said doctrine was also used during the Cuban Revolution and the Kerry Doctrine
