1) public policies are unwritten social laws

2)  to create awareness among the public in general and the stakeholders in particular about the resolve of the government to address the pressing issue for which a policy is being formulated.

3)public policy is hard because many members of the scientific community act as if they have the correct answers to the questions put to them.
