Charlemagne chose officials called to rule parts of the empire in his name

Charlemangne  chose official called count  to  rule  parts  of  the  empire in his  name.  This  was  to  make both  more   efficient  and  effective.  Charlemangne  also selected  a  center  of  government  with  palace and  cathedral  to  show  his  greatness. In  addition  he  sent  inspectors  throught the  empire.
