No matter how active you are as a citizen You are not a hero no matter what you do, there are still many things that you can do that can be wrong in the society.

A very good example of being an active citizen would be voting, but lets say you vote because you have a prejudice and that prejudice could be anything not limited to race, or possibly gender. That would not be being a Hero. Sure you would be voting but you wouldn't be a hero because that would not be right in my own opinion at least.
